Key responsibilities

.

The Secretary General is a Chief Executive of the Company responsible for the implementation of the company Councils decisions, leading an managing the day-to-day operations of company secretariat to assist the Chairman and the Council for its efficient discussion, decision making and engagement with the regulators e.g. NBC and company members as well as liaise with other local and international partners and stakeholders.

The jobholder serves as a crucial link between the Council including office bearers (Chairman, Vice and Treasurer), members, regulatory and other government bodies.

1. Strategy Formulation

  • Bring to the attention of the ABC Chairman and Council any matter which may impact current and future operation of banking industry
  • Formulate the strategy to promote and develop banking industry in line with the ABC initiatives
  • Provides guidance to the management team of the association on the prioritization of the strategic plans.
  • Provide guidelines and tools to monitor and oversee the companys related subsidiaries

2. Strategy execution:

  • Liaises effectively with NBC, other government offices, public organizations, and relevant organizations overseas including ABA.
  • Identifies and refines goals, and develops and implements in collaboration with relevant heads of function to achieve those goals.
  • Cultivates strong relationships with member partners across the banking services industry to inform and align strategy work, and to actively support the transition from recommendation to execution

3. Governance & Compliance and meeting management

  • Ensure a strict and full adherence to the Associations bylaws, internal policies and applicable laws and regulations including laws and regulations governing banking and financial institutions
  • Provide advice and guidance to the Chairman and or the Council on the governance and compliance matters and best practices
  • Coordinate and manage all logistics for the Council, AGM, Committee and other relevant meetings, ensuring meeting agenda, distributing meeting materials and follow-up on action items are accurate, complete and done in a timely manner.

4. Financial/Budget Management and Reporting:

  • Annual business plan and budget plan in line with the ABCs strategy and priorities for submission to the Councils deliberation and approval
  • Sets, leads and oversees the analytics: objectives, data parameters, reporting templates and reporting calendar, reviews & analyses metrics,
  • Prepares memos and presentations for the ABC council.
  • Ensures distribution of reporting and notification to management and relevant stakeholders

5. Leadership & Management responsibilities

  • Build and sustain a high-performance culture by cultivating individual and team strengths.
  • Communicates strategic direction effectively, to excite people around the vision and goals and aligns diverse teams to achieve success

6. Members engagement:

  • Represent and safeguard the collective interest of the industry/members, sharing or circulating information/materials of interest to the members and where necessary coordinating/facilitating the discussion/meeting among members or with relevant stakeholders
  • Regular engagement with members and channel feedback/suggestion of members to the Association Council/Chairman/Committees and likewise, communicate the relevant message/decisions or agenda to the members in a timely manners.

Requirements

  • Extensive experience in an executive positions with least 7 years in banking and financial services industry
  • In-depth knowledge of overall banking operation and regulatory framework
  • Highly passionate in developing the Cambodias banking and financial services sector
  • Demonstrated strong strategy, planning and forward thinking skills
  • Strong in leadership, team development and coaching
  • Strong oral and written communications and influencing skills including presentation and public speaking, fluent in both Khmer and English languages
  • Building and develop strong relationship and ability to engage key stakeholders at all levels with demonstrated high level of maturity and tactfulness.
